U.S. Air Force Lt. Gen. Joseph L. Lengyel (right), Vice Chief, National Guard Bureau, gives a book as a gift to Lt. Gen. Tran Quang Khue (left), Deputy Chief of General Staff of the Vietnam People's Army, following Lengyel's speech at the State Partnership Program Workshop held in Portland, Ore., April 19. Khue led a Vietnam delegation which visited Oregon National Guard facilities as part of the ongoing partnership between the Oregon National Guard and Vietnam, made official in November 2012.
