Colonel James P. Dolan is the Commander of the 142d Medical Group which supports the 1300+ members of the 142d Wing, one of Air Combat Command’s premier combat-coded wings, operating on a 24/7 battle posture. He is a key participant in all the 142d Wing’s forums that provide real-time medical, duty, and deployment recommendations to 142d Wing Commander. Tactically, he provides front-line providers for three of the wing's premier weapons systems (116th ACS, 123d FS, and 125th STS), and he leverages extensive clinical expertise across three distinct AFSCs. As 142d Medical Group Commander, he is also responsible for resourcing, equipping and training providers, nurses and technicians within the Guard Medical Unit and Det-1 (OR CERFP), in support of medical readiness, aeromedical safety, public health, bioenvironmental engineering, and deployment and occupational health.
Colonel Dolan entered the Air Force through the AFROTC detachment at San Diego State University in 1991 and was awarded a Health Professions Scholarship. He obtained his medical degree from Stanford University School of Medicine in 1995. He subsequently completed residency in General Surgery as well as a postdoctoral fellowship in Tumor Immunology at the University of California, San Francisco in 2002. He then went on to complete a fellowship in Minimally Invasive Surgery at Oregon Health and Science University in 2004.
Following this, Colonel Dolan was recalled to Active Duty in 2004 and was assigned to the 81st Medical Group at Keesler AFB, MS. He established a center of excellence for bariatric surgery and became the Laparoscopic Surgery Consultant to the AF/SG. Colonel Dolan was present during the devastation of Hurricane Katrina in 2005 and was decorated for his contribution to humanitarian service in its aftermath. Immediately following this, he deployed to directly support Operations IRAQI FREEDOM, ENDURING FREEDOM and TFHOA. He returned to garrison in 2006 and assumed the role of Program Director for the disbanded Surgical Residency Program. He went on to reinvigorated surgical training and obtained full American Accreditation Council for Graduate Medical Education (ACGME) certification for the General Surgery Training Program at Keesler AFB in 2007. Colonel Dolan then deployed in support of AMEDD/SOCCENT combat operations in the USAFCENT AOR. He left Active Duty in 2008 and joined the 349th WG of the Air Force Reserve at Travis AFB as a Critical Care Physician and subsequent Chief of Critical Care Air Transport (CCAT). In 2015, he completed the Aerospace Medicine Primary Course and transferred to the 142d WG, ORANG, as a Flight Surgeon in 2016. To date, he has served as a Flight Surgeon, Flight Surgeon of the Squadron Medical Element, Chief of Aerospace Medicine, and Chief of Hospital Services as well as Chair of numerous MDG Committees. Colonel Dolan is also a Consultant Physician and Surgeon for the 304th RS (Air Force Reserve).
